1. To organize the labourers in the unorganized sector, which include agriculture, agriculture related workers, forest workers, construction workers, head load workers, self employed workers, fish workers, casual / contract workers, garment workers, security workers, home-based workers, domestic workers, anganwadi workers, workers in the small scale / ancillary units in the informal sector.
  2. It shall strive to improve the working and living conditions of the workers in its member organizations, which include decent wages and better conditions of work.
  3. It shall unite and support the workers organizations in the pursuit of workers rights in general.
  4. It shall strive for elimination of sectoral disparities among the unorganized sector workers to achieve the compliance of core labour standards.
  5. It shall strive to ensure full employment protection to the unorganized sector workers where employer employee relationship exists.
  6. It shall strive to ensure a fair return to the workers that come under the self-employed category in the unorganized sector.
  7. It shall strive to strengthen the workers bargaining power in the wider political and economic environment and to enable them to have access and enjoyment over natural resources viz. land, water, forest and sea, who traditionally depend upon these natural resources.
  8. To assist member organizations in the formation of unions and cooperatives and to guide them in drawing up strategies, liaison with the Government.
  9. To struggle for fair representation of unorganized sector labour in policy making bodies and other forums created under the connected labour legislations for the purpose of promoting their interests.
  10. To act as a representative organization on behalf of its member organizations in any sub sector and in the matters relating to the formulation of legislations, policies, programmes and schemes to such workers.
  11. To initiate national debates on problems and issues specific to the labour in the unorganized sector through publications, workshops, conferences, seminars, symposium etc.
  12. To undertake educational activities, action based research and documentation on macro issues related to the unorganised sector in general and on micro issues in specific connected to each sub-sector within it.
  13. To enhance the capabilities of workers, especially youth and women through the means of skill training, awareness programmes, leadership development and the alike.
  14. To work towards elimination of child labour in tune with prevailing law and to campaign for their adequate educational and development opportunities.
  15. To conduct the trade disputes on behalf of the member union organizations.
  16. To initiate the prosecution or defence of any legal proceeding to which the NCL or any of its member organization is a party, for the purpose of protecting the trade rights.
